Teacher-2 sees follow-up tasks for assignments that teacher-1 has set to passed

Symptoms:  When a course has more than one teacher, and teacher-1 sets a submitted assignment to "Passed", the follow-up task list of that teacher is updated on the course dashboard, but teacher-2 still sees the assignment in his follow-up task list.

Work Around: It is not until teacher-2 clicks on the follow-up task, and sees that someone else has already handled the task, that the task is removed from his follow-up task list.
